The Bertelsmann Transformation Index (BTI) assesses the status of development as well as the governance of political and economic transformation processes in developing and transition countries.
Bertelsmann Stiftung, an independent institution based in Gütersloh, Germany, founded the report in 1977 and publishes it biennially.
Over 250 experts from leading academic institutions and civil society organisations from around the world evaluated 137 countries.
Nigeria is ranked 108th overall, with the 86th spot for political transformation, the 113th spot for economic transformation, and the 99th spot for governance index.
The 31-page report warns that under President Buhari’s “weak leadership,” dangers in all political fields will persist and continue to shape the system.
It claimed that after the lawsuits challenging the results of the 2019 presidential and gubernatorial elections were dismissed, Buhari and the All Progressives Congress (APC) consolidated power but failed to live up to expectations.
Noting that the previous presidential election was “seriously flawed,” the BTI stated that Buhari’s poor performance in his first term “continued and even worsened.”
The body chastised the President for his COVID-19 policies, as well as “his inability to professionalise the military in its campaign against the Islamist insurgency.”
According to the report, the military suffered repeated setbacks and faced new challenges in central and northwest Nigeria.
“Hundreds of people have been killed by organised criminal gangs engaged in cattle rustling, village looting, and ransom kidnapping.”
“The rise in violence and crime indicates that endemic corruption has reached new heights, and the militarization of state and society is growing,” the report concluded.
According to BTI, the Buhari administration’s “halfheartedly pursued anti-corruption campaign yielded no significant results.”
Nigeria is currently ranked 149th out of 180 countries in Transparency International’s (TI) annual Corruption Perceptions Index (CPI).
The peaceful End SARS protests against police brutality and the government were “hijacked by hoodlums and criminals” and “turned into mayhem,” according to BTI.
The experts discovered that violence in northern Nigeria has increased once again, claiming jihadists, security forces, and civilians.
“The multidimensional violent conflict with various insurgent groups has quickly spread to the border areas of neighbouring states.”
According to BTI, people in southern Nigeria are still under the influence of border conflict, piracy, kidnapping, and robbery.
The report criticised the government’s incoherent policy of assisting millions of internally displaced people (IDPs).
According to the attitude, the “international community will have to assume responsibility for these IDPs.”
The humanitarian crisis in Nigeria has worsened in recent months as a result of flooding caused in part by climate change.
The United Nations (UN) stated in its updated November 2022 report that more than 3.2 million people are affected, amid food crisis fears.
According to the Office for the Coordination of Humanitarian Affairs, there were over 600 deaths and 1.4 million people displaced (OCHA).
In addition, cholera has killed 443 people in Borno, Adamawa, and Yobe (BAY) states since January.
According to the UN, flooding increases the risk of waterborne diseases, and while 4.1 million people face severe food insecurity, 1.74 million children may suffer from malnutrition this year.
